A mobile app built in Pakistan typically costs about PKR 0.8–3.3 million ($3,000–$12,000) for a simple app, PKR 2.2–9.7 million ($8,000–$35,000) for an MVP, and PKR 5.6–33 million ($20,000–$120,000) for an on-demand app or marketplace. The price moves with the number of user types and platforms, the backend and admin panel, payments and integrations, AI features, and who builds it.
These are planning ranges for a Pakistani agency, not quotes. PKR figures use 1 USD = 278 PKR and are rounded.
What does an app cost in Pakistan, by type?
The table assumes one cross-platform app (Flutter or React Native) for Android and iOS, a backend and a web admin panel, built at $25–$49 an hour, the band most Pakistani firms on Clutch list. Hours include design, testing and submission.
| App type | Usually includes | Effort | Cost (USD) | Cost (PKR, about) | Timeline |
|---|---|---|---|---|---|
| Simple or brochure app | Content from a CMS, forms, push notifications | 120–250 hours | $3,000–$12,000 | 0.8–3.3 million | 4–8 weeks |
| MVP | One core workflow, login, admin panel, one payment method | 320–700 hours | $8,000–$35,000 | 2.2–9.7 million | 10–16 weeks |
| E-commerce app | Catalogue, cart, cards, wallets and cash on delivery, order tracking | 400–900 hours | $10,000–$45,000 | 2.8–12.5 million | 10–20 weeks |
| Booking or on-demand app | Customer and provider apps, scheduling, live tracking, payouts | 800–1,800 hours | $20,000–$90,000 | 5.6–25 million | 3–6 months |
| Marketplace | Many sellers, verification, commissions, reviews, chat | 1,200–2,500 hours | $30,000–$120,000 | 8.3–33 million | 4–9 months |
| AI-powered app | Any of the above plus AI chat, document reading, voice or recommendations | 400–1,500 hours, plus model usage | $10,000–$75,000 | 2.8–21 million | 10–24 weeks |
Two native apps (Swift for iOS, Kotlin for Android) roughly double the app-side work; the backend and admin panel are shared either way. Quotes far below these ranges usually skip the admin panel, testing or store submission, or reskin a template.
What do app developers in Pakistan earn and charge?
Salaries set the floor under every price. Sources disagree, so the table shows several.
| Level | Monthly pay (PKR) | About (USD) | Source |
|---|---|---|---|
| Entry-level software engineer | About 111,000 median | $400 | Levels.fyi, 28 salaries |
| Software engineer, all levels (closest to mid-level) | About 260,000 median | $935 | Levels.fyi, 124 salaries |
| Senior software engineer | About 540,000 median | $1,940 | Levels.fyi, 22 salaries |
| Mobile developer, all levels | About 100,000 average | $360 | Indeed Pakistan, 75 salaries |
Levels.fyi data is self-reported and leans towards larger, export-focused employers; Indeed covers a wider mix, so its average sits near the entry-level median. Lahore has the highest Levels.fyi city median, about PKR 4.2 million a year, against about PKR 3.0 million in Karachi and Islamabad.
Agency rates sit well above salary because they also pay for project management, testing, tools, idle time and margin. When we checked the first page of Clutch’s directory of app developers in Pakistan for this guide, 35 of the 49 firms that publish a rate listed $25–$49 an hour (about PKR 7,000–13,600), four listed under $25 and ten listed $50 or more.
For foreign clients, the US Bureau of Labor Statistics puts the median annual wage for software developers at $135,980 (May 2025), roughly $65 an hour before benefits. A senior engineer’s median in Pakistan on Levels.fyi is about $23,200 a year. The trade-offs are time-zone overlap and vetting a partner remotely; Pakistan’s UTC+5 overlaps fully with the Gulf and for half a day with the UK.
What makes an app cost more or less?
- Platforms. Android had 91.57% of mobile use in Pakistan in October 2026, according to StatCounter, so Android-first suits a Pakistan-only audience. In the US, iOS leads with 51.96%, so foreign clients usually need both.
- User types. Each extra role, such as provider, driver or vendor, adds screens, permissions and testing.
- Features and design. Chat, live tracking, video, offline sync and complex search are expensive; content, forms and notifications are cheap. A custom design system costs more than a clean design on standard components, and both can look professional.
- Backend and admin panel. The server, database, APIs and the staff web panel are the largest hidden part of most builds and the first thing cut from cheap quotes.
- Integrations. Card gateways, JazzCash, Easypaisa and Raast, couriers, SMS one-time passwords, maps, ERP or POS systems. Each adds testing with a third party.
- AI features. Each adds build and testing work plus a cost per use. On Google’s Gemini API price list, the most capable models cost 20 times or more per token than the cheapest Flash-Lite model. On-device models have no per-call fee; our guide to mobile app AI integration compares the options.
- Urdu and right-to-left layouts. Urdu needs mirrored layouts, a font that renders Nastaliq cleanly and testing in both directions; Roman Urdu search adds edge cases. Arabic needs the same work.
- Regulation. Finance and health apps need stronger security and audit trails, and Google Play requires an organisation developer account for them.
Which costs do buyers forget?
| Cost | Amount | What to know |
|---|---|---|
| Apple Developer Program | $99 a year (about PKR 27,500); local-currency price can vary | Organisations need a D-U-N-S number; eligible nonprofits, accredited educational institutions and government entities can request a fee waiver |
| Google Play developer account | $25 once (about PKR 7,000) | Organisations need a D-U-N-S number; new personal accounts must run a closed test with at least 12 testers for 14 consecutive days |
| Store commission on digital sales | 15% for most small developers | Apple’s Small Business Program up to $1 million a year; Google Play 15% on the first $1 million in most markets, with new fees in the US, UK, EEA, Australia and Japan |
| Servers | Often near zero at launch, then grows with users | Firebase’s free plan covers 50,000 database reads and 20,000 writes a day; phone-login SMS is billed per message |
| Maintenance | 10–20 hours a month for light care; 40–80 for an active product | About $250–$1,000 or $1,000–$4,000 a month at $25–$49 an hour |
Store rules become build work. Apple’s App Review Guidelines require in-app account deletion where people can create accounts (5.1.1(v)), reject apps that are little more than a repackaged website (4.2) and require in-app purchase for digital content (3.1.1). Physical goods and services, such as groceries or rides, must use other payment methods (3.1.3(e)), so shop apps can use local gateways with no store commission.
Both stores also force yearly updates. Since April 28, 2026, Apple accepts only builds made with Xcode 26 or later and the iOS 26 SDK. From August 31, 2026, Google Play requires new apps and updates to target Android 16 (API level 36), and existing apps targeting below Android 15 stop appearing to new users on newer devices. An app left alone for a year must catch up before it can ship a fix.
Ask whether a quote includes provincial sales tax (Pakistani clients) or who pays transfer fees (foreign clients).
Freelancer, Pakistani agency, agency abroad or in-house?
For a foreign client, a Pakistani agency is the offshore option; for a Pakistani business, offshore means a firm in the UK, US, Europe or the Gulf.
| Option | Typical cost | Speed to start | Main risks | Fits when |
|---|---|---|---|---|
| Freelancer in Pakistan | Lowest hourly cost; widest spread of quality | Days | One person rarely covers design, app, backend and testing; work stops if they leave | A small, well-defined app, and you can manage the technical side |
| Pakistani agency | Most list $25–$49 an hour on Clutch | 1–3 weeks | Quality varies; seniors sell and juniors build; change-request disputes | A full product with design, backend, admin panel, testing and launch |
| Agency abroad | Higher; the median US developer wage alone is about $65 an hour | 2–6 weeks | Cost; delivery risk exists everywhere | You need in-person workshops or a local contract |
| In-house team in Pakistan | Salaries (medians about PKR 111,000–540,000 a month) plus hiring | 1–3 months to hire | One hire can’t cover iOS, Android, backend and design; retention | The app is your core product with years of roadmap |
| Off-the-shelf or no-code builder | Monthly subscription | Days | Limits on features and data; lock-in | A standard store or booking app while you test demand |
A middle route is staff augmentation: an agency developer works inside your team, directed by you.
How to estimate your own app budget
A spreadsheet and these steps get you closer than an online calculator.
- Write the one job of the first release, such as “patients book and pay for a clinic appointment”. Park everything else.
- List the user types and count their screens: customer, provider, staff, admin.
- Give each module an hour range from the table below.
- Add 30–40% for testing, project management and store submission.
- Multiply by a rate: $25–$49 an hour for most Pakistani agencies, or your own figure.
- Add 15–20% contingency for third-party delays and store review feedback.
- Add first-year running costs: store fees, servers, SMS, AI usage and maintenance.
| Module | Typical effort |
|---|---|
| UI design | 4–8 hours per screen |
| Login (phone OTP, Google and Apple sign-in) and profiles | 40–80 hours |
| Web admin panel | 80–200 hours |
| Payments, per method | 40–120 hours |
| Push notifications | 16–40 hours |
| Booking calendar and time slots | 60–150 hours |
| Maps and live tracking | 80–200 hours |
| In-app chat | 80–200 hours |
| One AI feature, with answer testing | 80–300 hours |
| Urdu or Arabic, right-to-left | 40–120 hours |
Worked example. A clinic booking app for Android and iOS with 15 screens: design 80 hours, login 60, booking 100, payments 60, notifications 24 and admin panel 120 make 444 hours. Adding 35% gives about 600 hours, or $15,000–$29,400 (about PKR 4.2–8.2 million) at $25–$49 an hour. With 15% contingency, plan for about $17,000–$34,000 (PKR 4.8–9.4 million), plus $124 in first-year store fees.
How to get an accurate quote
- Send a one-page brief: the problem, user types, must-have features, platforms, languages, integrations, deadline and a budget range.
- Ask for a breakdown by module, with hours, assumptions and exclusions such as hosting and post-launch fixes.
- Pay for a short discovery phase on anything bigger than an MVP. One to three weeks of workshops and wireframes fixes the scope.
- Match the contract to your certainty. Fixed price suits a scope you can write down; time and materials or a dedicated team suits a product that will change. Our guide to feature prioritisation helps cut an MVP to size.
- Check the work, not the pitch. Download the firm’s live apps, read its Clutch reviews, speak to a past client and ask who will build yours.
- Put ownership in writing. Your company owns the code and IP, the repository and both developer accounts are in your company’s name, and you get a test build every week or two.
The same checks apply when you shortlist app development companies in Lahore, Karachi or Islamabad. Red flags: a fixed price before anyone asks about your users, no backend in scope, developer accounts in the agency’s name, and no testing plan.
How Pixelpk prices and builds apps
Pixelpk Technologies is an AI and software development company headquartered in Lahore, founded in 2018, with offices in Malaysia, the UK, Australia, Saudi Arabia and the US. We have 50+ team members, 1,000+ projects shipped and a 4.9/5 rating on Clutch. Our mobile app development prices are “from” prices:
- Mobile app MVP for iOS and Android: from $8,000 (about PKR 2.2 million), 10–16 weeks.
- AI product or AI SaaS MVP: from $10,000 (about PKR 2.8 million), 10–14 weeks.

Frequently asked questions
How much does it cost to make an app in Pakistan?
A simple app built by a Pakistani agency typically costs about PKR 0.8–3.3 million ($3,000–$12,000), and an MVP about PKR 2.2–9.7 million ($8,000–$35,000). On-demand apps and marketplaces run from about PKR 5.6 million to 33 million ($20,000–$120,000). Scope, platforms, integrations and AI features move the figure most.
How much does an Android app cost in Pakistan?
Android accounts for about nine in ten mobile users in Pakistan, so many local apps launch on Android first. A simple Android app typically starts around PKR 0.8 million ($3,000) and an MVP around PKR 2.2 million ($8,000). Flutter adds iOS from the same codebase, which matters if you also sell in the Gulf, UK or US.
Is it cheaper to build an app in Pakistan than in the US or UK?
Usually, yes. Most Pakistani app agencies listed on Clutch charge $25–$49 an hour, while the median US software developer wage alone is about $65 an hour before benefits. The trade-offs are time-zone overlap, communication and vetting a remote partner. Pakistan runs on UTC+5, which suits Gulf and UK clients better than US ones.
How long does it take to build an app?
A simple app takes about 4–8 weeks, an MVP 10–16 weeks, an e-commerce app 10–20 weeks, and an on-demand app or marketplace three to nine months. Add one to three weeks of discovery for larger projects, plus time for store review and Google Play’s 14-day closed test if you publish from a new personal developer account.
How much does app maintenance cost per year?
Plan for store fees ($99 a year for Apple, a one-off $25 for Google Play), servers that grow with your users, and engineering time. Light care of 10–20 hours a month costs about $250–$1,000 a month, or $3,000–$12,000 a year, at typical Pakistani agency rates. Both stores require yearly SDK updates, so an app cannot be left untouched.
Is there an app development cost calculator I can use?
Online calculators give a rough figure; a spreadsheet gives a better one. List the modules your first release needs, give each an hour range, add 30–40% for testing and project management, multiply by your rate and add 15–20% contingency. Then add store fees, servers and maintenance for the first year.
